　ところがこの時の来日公演は期せずしてビリーの来日史においても忘れられないものとなってしまいます。それは来日ツアーの真っ最中に阪神・淡路大震災が起こり、ビリー自身も日本で周期的に起こる災害に遭遇することとなったからです。既に東京前半と福岡公演を消化していたビリー一行は地震が起きた1月17日、大阪に滞在していたことで正にその地震に巻き込まれることとなり、あまりの揺れの大きさから彼自身も「死を覚悟した」と後に証言するほどの恐怖を味わいました。その地震による関西地区の被害は甚大で、当日に予定されていた大阪公演初日はもちろん、ツアー中止から帰国することも一時は真剣に考えられたほど。
　ところがビリーは帰国するどころかツアーの続行を決意、さらにはこの日の公演を19日に振り替えて予定されていた日本公演を完遂してみせたのです。そんな状況で決行されたのが翌日18日の大阪城ホールでのライブです。まだ前日の早朝に起きた地震の衝撃があまりに生々しい状況の中、それでも集まってくれたファン（当然ながら来られなかったであろうファンが少なくなく、空席も見受けられました）に向けてビリーが心のこもったコメントを述べています。（この段階では地震は「兵庫県南部地震」と命名されており、ビリーもその言葉を使用しています。）通訳によって日本語でも伝えらえたメッセージは以下のようなものでした。
「震災の被害に対し慎んでお見舞いを申し上げます。この度の地震に際しまして私共ツアー関係者全員が無事でありましたことは不幸中の幸いでございましたが、現在は愛する方々を怪我や事故で失った方々への深い悲しみを感じております。この体験を共に分かち合い関西の被災者に対しお役に立てればと感じております。昨日に予定しておりました公演は延期させていただきましたが、皆さまが私たちに会いに来てくださるなら喜んで公演をさせていただきたく、昨日の公演を明日に振り替えさせていただきました。皆さまを慰めると同時に勇気づけるためにもこのコンサートを有意義な物にしたいと思っています」
こうしたビリーから心のこもったメッセージの後から始まったショウですが、特に冒頭三曲の力の入りようにはひたすら圧倒されてしまいます。「RIVER OF DREAMS」ツアーは映像関係が恵まれており、中でも前年のフランクフルト公演という定番が存在します。しかしオープニングで演奏され、しかもビリーがギターを弾きながら絶叫するハードな「No Man’s Land」の凄まじさたるや、フランクフルトの演奏など足元にも及ばないほど。
それに日本で絶大な人気を誇る「Honesty」がまた心のこもった熱唱に感動させられるであろう素晴らしい演奏です。日本におけるビリーのステイタスを現在まで保ち続けているこの名曲を心からの叫びで歌ってみせたことで、当日集まった観客が感動に打ちのめされたことが想像できるほど。そんな雰囲気もしっかりと捉えてみせたオーディエンス録音は今回初登場のDAT音源であり、過去にリリースされていた同日のライブを収録したアイテムを軽く一蹴するクリアネスを誇るものです。それに加えて奥行きを感じさせる音像がこの日の真摯な空気感をも伝えてくれるのも大きな魅力でしょう。
ショウの方は「I Go To Extremes」辺りからリラックスした雰囲気も生まれており、束の間とはいえ、地震で傷ついた街のライブ会場から笑いがこぼれるほどに変わっています。それこそビリーがこの日のライブを決行した本意と言えるのではないでしょうか。そこから怒涛の選曲となると、もはや通常のライブと何ら変わりない盛り上がりを見せているのも感動的です。それほどの熱演を捉えた高音質音源、しかも歴史的なライブです。広島に寄付した後にコンサートまで行ってみせたレッド・ツェッペリンなどと同様に、日本へ誠実ある対応を見せてくれたアーティストの名演として再評価すべき公演が限定のプレスCDにてリリースされます。その歴史的ライブ・パフォーマンスを心ゆくまで味わってください！
